Introduction to Quality Assurance

The Basis of Quality Assurance

QUALITY ASSURANCE 品質保證 (please use verdana size 2 for the fonts here)

  • Quality, according to the Oxford Dictionary is "the standard of goodness".
  • Quality assurance can be defined as "the use of a monitoring system to measure performance against quality standard"

THE PERFORMANCE POINTERS 表現指標

  • Organization²Õ´ (Practice Management)
  • Process¹Lµ{ (Clinical Competence)
  • Outcomeµ²ªG (Professional Accountability)

QUALITY IMPLEMENTATION 品質履行

Effective Quality Assurance can only be achieved through a continuous self- improvement and outcome assessment of these performance pointers.
- The Groundwork for CPD -

CPD 持續專業發展

Continuous Professional Development (CPD) is defined as,

" a process of ongoing and uninterrupted learning and self improvement for all individuals and teams which enables professionals to expand and fulfill their potential in maintaining a high medical standard and an ever-improving quality of care that meets the need of patients"

CPD in the primary care setting should be learner-focused, of high medical standard, relevant to general / family practice and educationally effective.

THE CPD CYCLE 持續專業發展周期

In order to maintain Quality, the ideal CPD cycle should cover ALL and not just one of the following areas:

  1. Practice Organization
  2. Process
  3. Outcome

CME 延續醫學進修

Continuing Medical Education (CME) is defined as

"the ongoing educational activities that keep individuals informed and up-to-date to maintain a high standard of professional practice"

CME and CPD 延續醫學進修與持續專業發展i

CME is more passive while CPD is a more learner-centered in the delivery of the educational activities by encouraging professionals to identify their learning needs and therefore improve their performance in areas where they are lacking in skills and knowledge.

The Strategies for Quality Assurance

EFFECTIVENESS AND ACCESSIBILTY (please use verdana 2 on all)

  • Maintain a credible adjudication process for approval of quality assurance within the Program.
  • Provide information about effective quality assurance to activity providers and GPs/FPs to assist them to understand and meet the adjudication criteria.
  • Identify any barriers to effective quality assurance for GPs/FPs and develop ways to overcome these barriers.
  • Design quality assurance activities, particularly in areas of unmet need.

ACCOUNTABILITY

  • Maintain a credible and equitable record of GPs/FPs participation in approved quality assurance education activities.

PROFESSIONAL RESPONSIBLITY

  • Ensure the QA Program supports GPs/FPs own aims to provide the highest possible quality care.
  • Participate in local and international quality assurance organizations to identify and understand the world standards of quality medical care.
  • Demonstrate that the College's QA meets the acknowledged world standards of quality medical care.
